Forgotten answers to security questions.

I have forgotten the answers to my security questions, there is no reset button and in order to verify my email address, two-step verification or change/edit my security questions I need to ANSWER the security questions first. I'm just trying to do an in app purchase but its asking me to answer these questions first so I don't know what to do.
